2009 Federal Register Items (January - December)

The Federal Register is a daily publication used to provide notice of proposed or final changes to the Code of Federal Regulations (CFR), including the the regulations of the Bureau of the Fiscal Service (formerly the Bureau of the Public Debt). The most important items relating to the Bureau of the Fiscal Service published in the Federal Register from January 2009 through December 2009 are listed below. Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds; Customer Confirmation Reporting Requirement Threshold Amount, 31 CFR Part 356

Action: Final rule.

Treasury recently raised the customer confirmation reporting requirement threshold amount from $750 million to $2 billion for all Treasury marketable securities auctions. This final rule amends Treasury’s auction rules to conform to the new $2 billion threshold amount.

Privacy Act of 1974: System of Records

Action: Notice of modification of privacy act system of records.

The Bureau of the Public Debt (BPD) is publishing notice of a proposed modification of our Controlled Access Security System (Treasury/BPD.004) system of records, as required under the Privacy Act of 1974. The modification adds a new category of records maintained in the system and a new method of retrieving the records in the system.

Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds

Action: Final Rule

Department of the Treasury is issuing in final form amendments to the Uniform Offering Circular for the Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds. This final rule makes conforming changes to several sections of the Uniform Offering Circular to be consistent with Treasury's current auction practices.

Regulations Governing Securities Held in TreasuryDirect

Action: Final Rule

TreasuryDirect is an account-based, book-entry, online system for purchasing, holding, and conducting transactions in Treasury securities. To date, TreasuryDirect has only been available for individual account owners. This final rule will permit certain specified entities to open accounts in TreasuryDirect.
